For a ROM lunch for less then 50 pax, you can perhaps try the Four Season's Windows East/West.

Not many know about this small function room at the Four Seasons. =)

Il Lido is at Sentosa Golf Club and I've done a few weddings there. Great view especially when it comes to the al-fresco areas.

For ROM/solemnization ceremonies for 60 pax or less, you might want to consider Novus Restaurant at Singapore National Museum. They have a lovely courtyard and are very popular among young couples looking for a simple yet elegant outdoor venue. If you're also thinking of holding a cozy sit-down or buffet lunch/dinner (indoors of course) for just immediate families and close friends, this might just be the place you're looking for. Feel free to PM me!

How about doing it at one of the nicer cafe/restaurant on Dempsey Hill?

Is keppel bay's peony jade in your consideration list too? The food solemnization by the pool quite romantic though.
