alkaff mansion is such a lovely historic place. I think their restaurant can accomodate 100-150 heads with a rate of $100-120 per person.

Try Villa Halia or Alkaff Mansion... both are very great venues.

Hort park only rents the venue to you. The rest is up to you to arrange with vendors. They have rules about using their lawn as well as mph though.
