local staycations would be preferable at least in my opinion since there is still no guarantee when the pandemic will be over

In my opinion, I don't think this is the best time to go abroad for a honeymoon. There are a lot of restrictions per country and you might not get to explore the place because of it.
What about Russia? It doesn't look like the best place for that at the first glance, but I would actually recommend you to try it. It's a big country with a lot of beautiful places. I've been here a few years ago and thanks to this website, I had no problems arranging the visa as well. You should contact them for additional information.
