is location important? RWS has a few nice restaurants that allow for ROM, you can enquire about them. honestly depends on your location you want, the kind of ambience also.
had my ROM at hort park....booked the mph and used orange clove as caterering. Venue is very nice as has a outdoor view but is airconed. buffect set up by orange clove was very nice and food was very good! can fit within ur budget.... mine costed more as i add on items from the caterer (ie chairs and deco)
