Europe honeymoon without tour

I want to go to Paris or Rome only and don't wnat to sign up for tour with other people and go to different places. Is it possible? and is it cheaper?

I would say maybe about the same price because you don't get bulk rates for hotel etc. actually you can go for those All Rome tours, they only bring you to rome, not touring other places. would be safer because there the crime rate on the street is pretty high.
