Peony Jade at Keppel Club, i just went to view it, it's great with nice perks and affordable prices for us. The restaurant is really oriental, totally loved it! But we're not having it there though haha

You can check out Bliss Garden or HillTop Garden by Qian Xi group.. I have attended weddings thrice (Dec 2009, Dec 2010 and Jan 2012) at Bliss Garden in Expo, the food they serve is really good, its under a restaurant but held in Ballroom, which I feel that is good enough.. Pricing is very reasonable too - nett price package, free flow beer, etc..
As for HillTop, its located in Bukit Batok, never been there before but heard good reviews too.. You may want to check out the following:

u may want to pop by the wedding road shows for some insights...there r 2 major ones coming up where they have a gathering of quite a number of venues/vendors..
The BOWS at Dobhi Gaut Mrt & the one at Vivocity by the TNP
both events running from 4 to 6 Jan 2013
